A group of fatalities has caused one local child protective agency to change its criminal background check (Click here) policies.

A recent report from the Colorado Department of Human Services details the changes that Larimer County Child Protective Services has made to its background check policies. Recent incidents have led the agency to focus more on conducting background checks on parents and other caregivers.

The Munoz report details the ways in which the death of a 20-day-old Fort Collins child prompted LCCPS to conduct more background checks. For instance, the agency instituted a change during the fall of 2008 that allows more than a single manager to complete all the background checks.

That report took 14 months to complete and make public, and following its release, Colorado DHS employees confessed that they failed to keep track of it and similar investigations into the deaths of nine other children in 2008.

According to an article by The Coloradoan, these reports are the only public documents detailing the process by which state and county officials conduct a “Child Fatality Review” any time a child in a level of DHS supervision dies.

The investigation, which is conducted by state and county employees, is meant to promptly identify and correct any mistakes made so they won’t be repeated.

“We are now able, as we get a report in, to run background checks on any of the parties involved,” LCDHS Director Ginny Riley said. “We’re using this more and more as we’re looking at placements and we want to make sure that family is a safe place for a child.”

Another change covered under the Munoz report implements a new screening process for referrals or reports of suspected abuse. Currently, a team of employees works to consider such reports of suspected abuse, as opposed to a single manager.

The opening of a new bioscience park will result in the creation of several City of Tucson jobs.

The University of Arizona recently started construction on the Bioscience Park, a development expected to create high-paying jobs, attract capital investment for emerging industries and sustain long-term economic growth throughout Tucson and Arizona.

The park will include laboratory and office space, a science and technical high school affiliated with Tucson Unified School District, a hotel, a conference center and university housing. About 25 percent of the park will remain open space with courtyards and a greenbelt to encourage community interaction.

Phase one of the park’s development is being funded by a $4.7 million grant from the U.S. Department of Commerce‘s Economic Development Administration through the American Recovery and Reinvestment Act. That grant is one of the largest awarded by the EDA for a research park and among the largest awarded to UA.

The new Bioscience Park is intended to be part of a larger community to be called The Bridges. That project will include residential housing units and retail establishments. There are currently about 100 bioscience companies and organizations in the greater Tucson area.

“In Arizona, the biosciences industry is still in its early stages but growing three times faster than the national average,” Bruce Wright, associate vice president for university research parks, said. “For a state that has long depended on cyclical industries that produce extreme periods of economic bust and boom, the potential return on investment in biosciences is significant, creating huge opportunities for increased private investment, increased federal funding and high-paying, stable jobs.”

In the State of Minnesota, a trial that allows people to search through court records – information often contained in background checks – turned out to be successful.

More than 1.2 million searches were conducted during the first year that Minnesota’s district court records were made accessible over the Internet. Minnesota Public Access Remote became available through the new statewide court records database, the Minnesota Court Information System.

According to an article by the St. Paul Legal Ledger Capitol Report, the system took five years to complete and cost about $30 million. The system combines 10 databases that are used around the state and includes case records dating back to the 1970s.

The service allows users to find district court case records through the Minnesota court’s Web site. Users can search for cases by case number, defendant name or attorney name, and name searches, which are limited to cases where at least one charge resulted in conviction.

Users can search civil, family and probate cases by party name, case number or attorney name. The service also allows users to search court calendars by party, business name, case number, judicial officer or attorney name. Furthermore, users can search for records and opinions from the Minnesota Supreme Court and Court of Appeals.

The new system allows the public and other justice system agencies, policymakers, law enforcement personnel, prosecutors and corrections officials to obtain information.

“However, court officials warn against using the case lookup service for criminal background checks and instead suggest using the Minnesota Bureau of Criminal Apprehension’s criminal background check service, which links a person’s prior criminal history through fingerprints to verify his or her identification,” the article notes.

Records used for background checks contain a variety of information that could lead the identity theft if they fell into the wrong hands. Because of this, companies that deal with such information have to be very careful with their databases. When something goes wrong many can have serious reasons to be concerned.

The Arkansas Department of Information Systems (DIS) is currently worried about one set of its records. A private company, Information Vaulting Services (IVS) that stores their information off-site recently informed them that one of the computer tapes full of data is missing from their inventory.

Somewhere around 807,000 people who had background checks ran on them in the state are on the tape that has been misplaced. The records span around 12 years on this particular tape.

The state’s police have been looking into the matter. So far, no evidence of an intentional breach of security has been found, but the information obtained during these background checks could still fall into the wrong hands.

In hopes of avoiding any potential problems this could cause, the DIS decided to go public with this information.

“We have taken every step possible to recreate where the loss of these backup tapes occurred, and these tapes were redundant, second copies of information,” said the Chief Operating Officer of IVS, Danny Palo. “This is the first time in six years of service to DIS that this has happened. IVS has immediately taken steps to tighten procedures that will virtually eliminate the possibility of this ever happening again.”

Those who have had to have a criminal background check ran on them in Arkansas since the middle of the 90’s should find if their information was on the missing tape. They can do this by calling 1-888-682-0411 or by checking out the website that has been step up solely for this purpose. Employees of the center will be available to answer calls between 8:00 am and 5:00 pm Monday through Friday. Those who cal will be asked for their first and last name and their date of birth before they can be told if they were on the tape. No other information is needed.

Background checks are now the norm to beginning every new job. We have to make ourselves sound better than the competition. People think that if they make themselves sound appealing to an employer, the employer won’t find out that they’re lying.

According to Forbes, at least 40 percent of people lie on their resumes. To combat this, HR people put much more time in the quality of their background checks. As someone looking for a job, I would definitely want to show off my skills and talents more than the other guy. But is it the truth?

If I were an employer, seeing this great person on a piece of paper doesn’t exactly sell me. I need to know they are as upstanding as he or she lets on. According to AMO, A Matter of Fact, “39 percent of all Background Checks had at least one serious flag”.

Once a lie is out there, how long can one keep it going? Whether you are caught or not, it’s difficult to keep stories straight. It’s much easier to tell your real life story.

It has become increasingly easy for employers to conduct efficient background checks. There is much more technology available, ranging from Web sites and personal pages to computer software.

So what is an interviewers’ incentive to lie? Fear and desperation for a job.
